The provision and maintenance of transport infrastructure in Great Britain should not be seen as an optional extra. Without an adequately funded - and functioning - road network the chances of economic recovery will be severly limited.

Congestion is a real threat to prosperity and is set to increase without intervention. Ensuring the maximum efficiency of the road network, and levying an appropriate and transparent set of charges on motortists is essential to the country's financial health.
