A numbers game
We have a problem. Our roads are filling up and there is neither the plan nor the resources to deal with it. This paper looks at the options for a fundamental shift away from the current system of taxes and charges drivers pay towards a new way of funding our road network and managing demand on it. The report outlines various possible scenarios for how such a change might look, emphasising that it can be tailored in many different ways to best balance the needs of the public with the goals of ministers.
