If there is one topic which has proved more emotive than any other for those members of the public who contact the RAC Foundation, this is probably it.
Which is why we commissioned leading barister Dr Chris Elliott to investigate both the fundamental legality of the concept of one citizen effectively 'punishing' another, and then to assess what further controls can be introduced to guarantee motorists a level playing field.
Parking enforcement on private land is one of the Foundation's key area of campaigning.
