Councils in England made a combined surplus (profit) of almost £1.1 billion from their parking activities in 2024-25, RAC Foundation analysis concludes.
The Foundation’s study is based on data from the 295 local authorities in England (out of a total of 317) that had reported data to the Ministry of Housing, Communities and Local Government (MHCLG) at the time of writing. National parks reporting parking data are excluded from the main analysis.
Between them, the 295 councils had a total income from on- and off-street parking of £2.163 billion in 2024-25, and total expenditure of £1.07 billion, creating a profit of £1.094 billion.
Once again Westminster Council generated the largest profit at £90.6 million, up 19.3% on the £75.9 million it made in the previous financial year.
The Foundation hopes to update its report when more councils send their returns to the MHCLG.
